Contract Specialist

Work location : Dubai



1.Securing the organization's purchasing needs according to the government procurement system, providing expertise and technical advice, preparing technical reports and statistics, and studying change orders





job duties and responsibilities:

1.Preparing and updating policies, methodologies, laws and regulations related to the work of the department, in addition to financial budgets and schedules of private financial flow.

2.Preparing periodic reports that include the works and comprehensive studies on the work of contracts, tenders and warning letters, with an indication of the obstacles and difficulties encountered.

3.Preparing studies, research and benchmarking of offers and prices submitted by contractors and suppliers in terms of details after opening tenders and the extent of their impact on the cost of the Corporation’s projects, following up on their implementation, developing perceptions and strategies, and reporting the results to the direct official and stakeholders in a timely manner.

4.Providing expertise and technical, economic and financial advice in relation to government procurement and contributing to the preparation of economic feasibility studies for housing projects.

5.Participate in the membership of technical committees, attend meetings of committees specialized in business internally and externally, and ensure the implementation of decisions and recommendations issued by them.

6.Coordinating with the concerned authorities to set and unify specifications and items, while estimating the cost of maintenance, addition and replacement grants

7.Drafting contracts and ensuring that they include all statutory conditions in accordance with laws and regulations

8.Auditing the purchase requests for engineering contracts and offers submitted from the legal and financial perspectives to see how complete they are, both legally and mathematically, according to the system, in addition to checking the claim papers for entitlement to ensure that they meet the conditions.

9.Studying contractual claims from variation orders in housing projects and deciding on them, as well as studying time claims submitted by organizational units in the institution that are related to housing projects.

10.Studying the rental value of spaces, whether commercial or residential, for government housing and rehabilitating them, and following up on making financial settlements with the owner

11.Preparing and following up the cash liquidity of the Foundation's projects in coordination with the concerned authorities, making monthly reports and the extent of its impact on the implementation of the budget and contributing to finding

12.Participate in opening quotations for subcontractors with the Engineering Projects Department for lump-sum items and express opinion and advice on awarding or not.

13.Qualifying contractors for major projects by conducting field visits, setting standards and preparing technical reports in coordination with the concerned authorities.

14.Preparing, auditing and processing tender documents in coordination with the concerned authorities, in addition to preparing engineering contracts

15.Follow up and review engineering project invoices and calculate quantities

16.Responding to the technical inquiries of the participants in the tenders, in coordination with the concerned authorities

17.Issuing tenders through a commercial system and following up on closure and extension, in addition to taking procedures for announcing the works required to be offered in public tenders.

18.Proposing work plans and determining the course of procedures related to the services provided by the organizational unit

19.Follow up the procurement processes for engineering contracts until the supply, service provision, or works are completed, and check their compliance with established conditions and specifications, and periodically evaluate suppliers and contractors.

20.Perform any other tasks related to the nature of work as assigned



Functional powers:
  • Full functional powers in the field of carrying out work and tasks according to what is stated in the Organizational Units Operations Manual and the Authorities Delegation Manual.



Job requirements:

1.Qualification :

Bachelor's degree in civil engineering or any similar field from a recognized university.

2.Experience and its fields: Professional experience of not less than 10 years in related fields
